Thats what I have on my 20er with the 90 Merc 4 stroke and it also does the same 28 mph. The engine on a pontoon operates in very turbulent water so the lower you get it into the water the better. In fact unless you have a bunch of power say 100 hp or more mounting full down is the best setup.
