Is it when they open the app itself, when i've been testing it, and someones score definitely does not immediately increase when i send them a snap unfortunately, it’s difficult to know for sure. According to some of these comments, people have came to the same conclusion as you:

Tap on the gear icon at the top left to get into the settings. Tap on the ghost and you’ll see your snapchat icon with your name and score. My snap score is updating but not his for some weird reason.
