Some do some dont and it seems to be down the manufacturers discretion about whether or not to include them in the design of the pontoon tubes.

You might need to. A quick fix that I did on an older toon that I had was to drill a 12 hole about 12 above the bottom of the back of the log and inserted a rubber snap type bailer plug. Just like a car Pontoon boats need to have their oil changed.
There is a drain plug on the bottom rear of each pontoon. Leave the top plastic one in and put one in the bottom rear of the log as suggested. You might need to get a long syphon to extract the water from the tubes.

Older boats did tend to have drain plugs with newer pontoons having an improved design where they have been deemed unnecessary. Unfortunately there arent any quick change oil shops for Pontoon boats so you either have to change your Pontoon boats oil yourself or take it to your local dealer.
