The ICC can be obtained from the Royal Yachting Association or International Yacht Training Worldwide who have schools all over the globe. Therefore we recommend the International Certificate of Competence ICC or the RYA Day Skipper licence.
The International Certificate of Competency ICC demonstrates your ability to handle a boat and your knowledge of navigation safety procedures and the International Regulations for the Prevention of Collisions at Sea. Its essentially the same as having an acceptable USA drivers license when you rent a motor car in a foreign country. If you are chartering a boat and responsible for using the radio this will have been covered in your competency training.
